First Call for Proposals under the Poverty Orientated Support to Community Conservation in Namibia (POSCCIN)
The Poverty Orientated Support to Community Conservation in Namibia (POSCCIN) project in light of its objectives in respect of Human-Wildlife Conflict (HWC) Mitigation in Namibia’s Communal Conservancies hereby announces the First Call for Proposals under the project.
The objective of this part of the project is to contribute to biodiversity conservation and rural development in Namibia’s communal conservancies through the establishment of sustainable human-wildlife conflict management systems.
The POSCCIN-HWC Small grants program will provide funding for measurements to mitigate HWC caused by the following key species: Elephant, Lion, Hyena, Leopard, Wild dog, Cheetah, Crocodile and Hippo in the conservancies with the highest number of incidents as identified within the project. When considering the eligibility of a conservancy for support from the Project, the following will be reviewed:
- High rate of HWC incidents and extensive losses due to HWC in an HWC hotspot.
- If an HWCMAP has not been developed and/or updated because of the implications of COVID-19 restrictions, then the grant proposal must show alignment to the existing HWCMAP (where one is available), the National HWC policies, and/or relevant species management plans applicable to the targeted beneficiaries areas.
- That if the HWCMAP has not been approved by the Conservancy AGM because of the implications of the COIVD-19 restrictions then the approval can be left to the Conservancy Management Committee (CMC).
- Reasonable and acceptable level of compliance with SOPs (as guided by the MEFT’s Compliance team) considering the implications of COVID-19 and prevailing directives and regulations.
- Agreement to accept a qualified external bookkeeper if requested.
- Agreement to accept external governance support if required; Agreement to contribute funding for offset payments where possible.
- Agreement to contribute to other Project measures (in line with the financial capacities of the conservancy).
A grant application should focus on one problem-causing species in a conservancy or one landscape. A grant application can be submitted jointly by a conservancy or cluster of conservancies along with an implementation support organization (ISO) or consultant selected from the pre-qualification listing provided. A partnership roles and responsibilities statement, signed by all parties (the conservancies and the ISO/Consultant), should accompany the grant application.
This announcement invites the 43 targeted communal conservancies (see the list on the CCFN website: https://www.ccf-namibia.org) to submit project proposals. The Technical Advisory Panel (TAP) with the approval of the Project Steering Committee (PSC) will select the most qualified proposals as guided by the guidelines and procedures outlined in the POSCCIN Small Grants Manual, which is available at https://www.ccf-namibia.org and on requested (as adjusted for COVID specific matters). All applicants are encouraged to study the Grants Manual before submitting the proposal, as documents which are not conforming to the guidelines in the Manual will not be considered.

Human Wildlife Conflict Management Project
Objective
To contribute to biodiversity conservation and rural development in Namibia’s communal conservancies through the establishment of sustainable human-wildlife conflict management systems.
Who can apply
Registered communal conservancies who are negatively impacted by HWC will be considered for support from the Project. Kyaramacan Association in Bwabwata National Park is also included.
Interventions eligible for grant funding
- Waterpoint infrastructure development
- Predator-proof kraals
- Early warning systems (lion)
- Lion ranger projects
- Sustainable rangeland management systems
Call for grant applications
CCFN will invite affected landscapes and/or conservancies to submit grant applications at least twice during the project tenure. The first call is expected to in the last quarter of 2020. The Grant Manual relevant to this project can be found under “Resources - Project Guidelines”.
COVID 19 Crisis Funding
Objective
To provide financial relief to Communal Conservancies affected by the COVID 19 pandemic and to aid recovery and resilience of these conservancies from the effects of the pandemic.
Who can apply
Registered communal conservancies, Joint Venture partners who are negatively impacted by the effect of COVID 19 will be considered for support in line with the framework set up by the Joint Conservation Relief, Recovery and Resilience Facility that was set up by the Ministry of Environment and Tourism.
Key areas of financing
- ongoing deployment of game guards, resource monitors, and other locally employed conservancy and tourism staff to ensure continued safeguarding of the wildlife.
- continuation of anti-poaching activities, human-wildlife conflict monitoring activities, and the offset of human-wildlife payments during the project period.
- continued carrying out of basic governance and operations of Communal Conservancies during the period.
- support to Conservancy’s business, including joint venture partners specifically with the continued employment of conservancy members and business continuation in preparation for the post COVID 19 period.
- support to Field based organisations to continue to assist the beneficiary conservancies as may be approved by the CCFN

Conservancy Legal Costs
Objective
To provide aid to Communal Conservancies to meet their legal costs in pursuance of contract rights and the realisation of their benefits from such contracts.
Who can apply
Conservancies who have been disadvantaged and/or shortchanged in the undertaking of contractual arrangements related to conservation hunting activities.
Key areas of financing
- Basic legal training on business matters.
- Case assessment and advice.
- Legal representation at court proceedings aimed at recovery of benefits owed or realisation of related contractual rights.
Applications
Applications will be assessed on a case by case basis as per the Project Guidelines. Affected and interested conservancies should contact the NACSO Business and Enterprise Working Group who will assist the conservancies in applying and accessing this funding.
